Abstract The new party scholars in the period of the Xi’ning political reform, were not only the subject in th political reform, but also the subject in the Ci poem composition. Their composition quantities in the Ci poem were not much, but possessed the unique emotional content of political reform sect. All of these common features were affected by the Xi’ning political reform. At the same time, by their radical reform spirit, they performed very well in the form innovation of the Ci poem and got one step ahead in theme development, deeply affected the old party scholars in the Ci poem composition, who similarly had the spirit to save the disadvantages. In the Ci poem history of the North Song dynasty, the contribution of the new party scholars was as much as the old party scholars to establish the mainstream direction of “in poem as Ci poem” in the Ci poetic circles.
